Housing Options & Planning Enterprises, Inc. (HOPE) is a 501(c)(3) nonprofit corporation organized under the laws of the State of Maryland. Its mission is as follows:

As a Non Profit Housing Options & Planning Enterprises, Inc. (HOPE) seeks to provide housing options, planning, solutions and equal opportunities for all persons through
advocacy, counseling and education.

Housing Options & Planning Enterprises, Inc. (HOPE) provides information and assistance to the public through a wide variety of housing-related services, including:

PRE-PURCHASE COUNSELING

Pre-purchase counseling for individuals and families that would like to become homeowners, but have never owned a home. The counseling includes a complete evaluation of the financial status of the family, evaluation of their readiness for home ownership, and the establishment of a plan that my include such things as long-term savings goals or paying down credit card debt to help them prepare and establishing a budget. Pre-purchase counseling also includes educating the buyer about the process and responsibilities of homeownership. The purpose is to enable the potential purchaser not only to buy a house, but to maintain it and the mortgage successfully over the long term.

HOMEBUYER EDUCATION COUNSELING Community education programs on all housing-related issues. This includes homebuyer education classes in addition to its individual pre-purchase counseling to provide general background and information about the home buying process and what is involved in homeownership. Advice for down-payment, closing costs and full house inspections for first-time homebuyers. MORTGAGE DEFAULT COUNSELING Mortgage defaults counseling to help people who have fallen behind on their mortgages take the steps they need to save their homes. HOPE helps the homeowners analyze the problem and develop a plan to remedy it, and negotiates repayment and forbearance plans on their behalf with lenders all over the country.
BUDGET AND CREDIT COUNSELING Budget and credit counseling to help people gain control of their financial affairs. Classes are offered both for potential homebuyers and for those in default so that class members can provide mutual support in achieving their goals.
PREDATORY LENDING COUNSELING HOPE works with victims of predatory lending practices to help them avoid having the equity stripped from their homes. Assistance with predatory lending practices. Whenever possible, one of the goals is to refinance and get the consumer out from under the predatory lender.
RENTAL COUNSELING Rental Counseling program helps families and individuals who are looking for a place to rent find decent, affordable housing.
DISCRIMINATION ASSISTANCE Advocacy on fair and affordable housing issues. This includes, fair housing education for consumers; helping people who think they may have been discriminated against in their search for housing. Also, systemic investigations of discriminatory practices.
